Since electric charge can cause a force, is there a definition of inertia that can ignore mass?

you can not have a no-gravity space like that. as soon as you place that first massive, small-charge body, it creates a gravitational field around. mass is the source of gravitational force, just like charge is the source of electric force (moving charge creates magnetic force).
